Multi-stakeholder participation?

I was once asked my opinion about inviting stakeholders with conflicting opinions to the same workshop. The objective of workshop was to identify (and agree upon) a new zoning arrangement for the waterfront area. The zoning initiative formed part of a new beach certification program which was being promoted and piloted in 6 beaches along the Ecuadorian coast in 2008. Zoning in an area traditionally considered free of formal boundaries and open to whomever gets there first is controversial.
